OPIOID TREATMENT PROGRAM Opioid Treatment Program. CODA’s two Opioid Treatment Program (OTP) locations offer medication-assisted treatment (MAT) to patients with opioid use disorders. The Portland Recovery Center is located in East Portland, close-in, and the Seaside Recovery Center is just off Highway 101 in Seaside.
