HCDE SAVES TAXPAYERS MONEY WITH LOWERED TAX RATE Harris County Department of Education is committed to being good stewards of taxpayer dollars. For the fourth year in a row, HCDE's Board of Trustees voted to save county taxpayers money by lowering the tax rate below the effective tax rate. HCDE’s adopted tax rate is 0.005190 per $100 assessed property value for tax year 2018-2019. For the average home in Harris County, valued at $167,000, this equates to $8.81 a year.
