HOW ARE WE REGULATED? The Keystone XL Pipeline is governed according to regulations outlined by the United States Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA), the Federal Energy Regulatory Commission (FERC), and the Canada Energy Regulator (CER), which replaced the National Energy Board (NEB) in August 2019.HAVE QUESTIONS?

KEYSTONE XL PIPELINE TC ENERGY SUSPENDS PROJECT AS A RESULT OF REVOKED PRESIDENTIAL PERMIT On January 20, TC Energy announced its disappointment with the revoked Presidential Permit for the Keystone XL pipeline, negatively impacting ground-breaking industry commitments to use renewable energy as well as historic equity partnerships with Indigenous communities. As a result of the revocation, advancement of the project wassuspended.
TC Energy is reviewing the decision, assessing its implications, and considering its options. Read the complete January 20, 2021, news releasebelow.
OUR NEW VISION
*
NET ZERO EMISSIONS BY 2023*
100% RENEWABLE POWER BY 2030*
$1.7B+ RENEWABLE ENERGY INVESTMENT At TC Energy, our commitment to long-term sustainability includes listening carefully to those who are involved with or affected by our business. To that end, we are pleased to present a new vision for Keystone XL — an infrastructure project that will serve as the gold standard for sustainable development, while delivering the energy North Americans need, now and in the future, in a socially responsible manner and to the highest safety and environmental standards. “At TC Energy, we are firmly committed to being part of the transition to the next generation of energy sources. Climate change is a serious issue and we have an important role to play in managing GHG emissions while balancing the need for safe, reliable and economic energy,” said François Poirier, President and Chief Executive Officer of TC Energy. “This announcement is directly in line with our goal of doing what’s right for our communities and signifies Keystone XL’s commitment to strengthen efforts to create a sustainable future for all.”COMMITTING
TO A GREENER TOMORROW We are constantly looking for new and innovative ways to reduce global emissions, while providing communities with reliable energy. In our latest green initiative, we pledge that Keystone XL will operate at a net zero emissions level when it is placed in-service in 2023 — a first of its kind commitment in this industry. We will also ensure enough new renewable electricity is available by 2030 to match Keystone XL’s power consumption — an initiative that will stimulate the investment of more than $1.7 billion in new renewable energy systems, create thousands of new green jobs and place TC Energy among the leading corporate purchasers of renewable power inNorth America.
In addition, we have pledged $10 million to a Green Energy Training fund through the construction of Keystone XL to help skilled laborers prepare for the energy jobs of the future.CREATING
THOUSANDS OF SKILLED JOBS Overall, construction of Keystone XL will support nearly 60,000 direct, indirect and induced employment opportunities, generating billions of dollars in new personal income for U.S. and Canadian workers and their families. In the U.S., Keystone XL has committed to using only union labor for construction under the terms of a Project Labor Agreement (PLA) signed by the Laborers’ International Union of North America, the International Brotherhood of Teamsters, the International Union of Operating Engineers and the United Association of Union Plumbers andPipefitters.
BUILDING
INDIGENOUS COMMUNITY PARTNERSHIPS We have designated hundreds of millions of dollars for Indigenous employment and economic opportunities in the pipeline construction and continue to pursue equity ownership opportunities with Indigenous communities in the U.S. and Canada to provide for a meaningful long-term ownership stake and annual financial benefit from theproject.
We recently signed a definitive agreement with Canada's Natural Law Energy, comprised of five First Nations. “This partnership will facilitate important input and guidance from NLE on the project as we make this the most sustainable and safest pipeline ever developed. It will also enable the realization of long-term, meaningful economic benefits derived from an attractive return of and on NLE’s investment,” said Richard Prior, President,Keystone XL .
“This is a historical moment for First Nations and TC Energy. It’s going to benefit many generations to come. Thirty to forty years from now, Nekaneet First Nation members will see the opportunities through this definitive agreement by creating inter-generational wealth for many generations to come,” said Chief Alvin Francis, President of Natural Law Energy and Chief of Nekaneet First Nation.SAFELY DELIVERING
RELIABLE, ENVIRONMENTALLY RESPONSIBLE ENERGY We believe North America is the clear leader when it comes to stringent regulatory standards, deep respect for environmental stewardship, human rights and responsible development. By implementing this initiative, Keystone XL will eliminate the impact of GHG emissions from the project’s operations. Additionally, Keystone XL will allow responsibly produced Canadian oil to be safely transported into the United States from many producers who have set their own net zero emissions goals. Canadian Oil Sands producers have cut emissions intensity by 21 percent in recent years and they are expected to fall another 27 percent by 2030. Keystone XL strengthens the economic and security ties between the U.S. and Canada, America’s closest ally and most important energy trading partner. Canada has implemented a comprehensive national sustainability strategy to carefully develop its energy resources as the country transitions to a lower-carbon economy. EVOLVING TO MEET OUR ENERGY NEEDS “Since it was initially proposed more than 10 years ago, the Keystone XL project has evolved with the needs of North America, our communities and the environment,” said Richard Prior, President of Keystone XL. “We are confident that Keystone XL is not only the safest and most reliable method to transport oil to markets, but the initiatives announced today also ensures it will have the lowest environmental impact of an oil pipeline in terms of greenhouse gas emissions. Canada and the United States are among the most environmentally responsible countries in the world with some of the strictest standards for fossil fuel production.” READ THE MEDIA ADVISORY.$3.4 BILLION
