NATIONAL GOVERNORS ASSOCIATION Founded in 1908, the National Governors Association is the voice of the nation’s governors and one of the most respected public policy organizations in the country. The association’s members are the governors of the 55 states, territories and commonwealths. Members come to the association from across the political spectrum, but NGA itself is bipartisan. COVID-19 VACCINE INCENTIVES Arkansas. Executive branch state agency employees who get at least one dose of the COVID-19 vaccine by July 1 will receive a $100 bonus. Starting May 26, Arkansans who get a COVID-19 vaccination can receive a $20 Arkansas Game and Fish certificate for fishing/hunting licenses or a $20 lottery ticket that could win a million dollars.
