HISTORY – UNITED STATES SENATE YOUTH PROGRAM The United States Senate Youth Program began in 1962 when Senate Resolution 324 was introduced by Assistant Senate Minority Leader Tom Kuchel (R-CA), Senate Majority Leader Mike Mansfield (D-MT), Senate Minority Leader Everett Dirksen (R-IL) and Assistant Senate Majority Leader Hubert Humphrey (D-MN). EDUCATION • LEADERSHIP • PUBLIC SERVICE THE UNITED STATES SENATE YOUTH PROGRAM, ESTABLISHED IN 1962 BY U.S. SENATE RESOLUTION, IS A UNIQUE EDUCATIONAL EXPERIENCE FOR OUTSTANDING HIGH SCHOOL STUDENTS INTERESTED IN PURSUING CAREERS IN PUBLIC SERVICE. DUE TO THE COVID-19 PANDEMIC, THE 59TH ANNUAL WASHINGTON WEEK WAS SUCCESSFULLY HELD ONLINE. THE 60TH ANNUAL WASHINGTON WEEK WILL TAKE PLACE MARCH 5 – 12, 2022, WITH CURRENT PLANNING FOR A TIMELY NATIONAL SELECTION PROCESS AND AN IN-PERSON PROGRAM IN WASHINGTON, D.C., PENDING PUBLIC HEALTH AND SAFETY GUIDELINES FOR TRAVEL AND INDOOR GATHERINGS. PLEASE CHECK THIS SITE FOR UPDATES AS WE MONITORTHE SITUATION.
Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will spend a week in Washington experiencing their national government in action. Student delegates will hear major policy addresses by senators, cabinet members, officials from the Departments of State and Defense and directors of other federal agencies, as well as participate in meetings with the president and a justice of the U.S. Supreme Court. All transportation, hotel and meal expenses will be provided by The Hearst Foundations . In addition, each delegate will also be awarded a $10,000 college scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science. To apply, please contact your stateselection contact.
COVID-19 UPDATE: THE 59TH ANNUAL UNITED STATES SENATE YOUTH PROGRAM (USSYP) WILL BE HELD IN AN ONLINE FORMAT FOR 2021. WASHINGTON WEEK ONLINE WILL TAKE PLACE MARCH 14 – 18, 2021 AND WILL BE A FULLY IMMERSIVE LEARNING EXPERIENCE INCORPORATING THE KEY ELEMENTS OF THE PROGRAM WEEK IN AN EXCITING, INTERACTIVE FORMAT. Two students from each state will be selected to attend the online program and each will receive a $10,000 undergraduate college scholarship. Students must attend the entirety of the program to receive the scholarship. Students may qualify to apply through leadership positions they currently hold per the USSYP official criteria for the current 2020-2021 academic year, OR if students are unable to hold leadership positions this year due to the pandemic, they can submit a qualifying position held during the 2019-2020 academic year. All student leadership positions are subject to the judgement and verification of the state selection administrators. Deadlines for application are being updated now and vary by state. Iowa Senator Joni K. Ernst served as the Senate Youth Program’s 2019 Republican Co-Chair, and spoke about the call of public service in tough times and the importance of everyone doing their part. “The feeling in your gut, that sense of responsibility to your community, to our nation, and to one another must be acted upon. Senator Roger Wicker of Mississippi, the Senate Youth Program 2017 Republican Co-Chair, brought his love of history to an inspiring keynote address at the Mayflower Hotel. His interactive style and the sincerity and thoughtfulness of his answers to the lengthy list of delegate questions that evening created a lasting impression on the audience. He invited delegates to the microphone with him to discuss the Founders’ vision of Novus ordo seclorum (a new order of the age) and E pluribus unum (out of many, one). As delegates continue on their path to public service, he encouraged them all to recognize the beginnings of our participatory democracy, saying “We are fortunate to stand on the shoulders of some really remarkable people, who decided to do things differently, who decided to let the peoplespeak.”

SECRETARY OF STATE JOHN KERRY HAD BEEN SWORN IN JUST WEEKS BEFORE ADDRESSING DELEGATES, AND URGED ALL IN ATTENDANCE TO NOT WAIT TO BEGIN A PATH TO PUBLIC SERVICE, “YOUR FUTURE IS NOT AROUND THE CORNER, IT IS NOW,” HE SAID ENTHUSIASTICALLY, CONCLUDING “DON’T EVER THINK THAT YOUNG PEOPLE CAN’T MAKE A DIFFERENCE – YOU CAN AND YOU WILL.” WE LOOK FORWARD TO HEARING ABOUT THE MANY AMAZING ACTS OF PUBLIC SERVICE USSYP ALUMNI WILL ACCOMPLISH IN 2021. Joe Manchin, West Virginia Senator and 2015 Senate Youth Program Co-Chair spoke of public service as being the guiding principle of his life, inspired from a young age by his family. He encouraged those in the audience to chart this same path: “The greatest experience I've had is public service. I can get up every day thinking I can make a difference in the world. I can go to bed at night thinking I tried, and I've helped somebody, and I can get up again tomorrow and do it over. But if you have public service in your body, in your veins, in your blood, in who you are, in your DNA, then find a course for you. Everybody can give something back. You can get involved in any way youwant to.”

Democratic Co-Chair Senator Byron Dorgan of North Dakota addressed Senate Youth Program delegates in 2010, explaining how he came to seek office at the young age of 26: “My notion has always been like that of a football player – if you see daylight just run for it,” he said. “Never undersell your talents. In the years ahead, take a look at the table set in front of you and when you have an opportunity just say, ‘I can do this. 2014 Senate Youth Program Republican Co-Chair, Bob Corker of Tennessee, inspired delegates with his keynote remarks at the National Archives. He offered assurance that public service can be a part of your life no matter your age or circumstances, saying: “No matter what age you are, no matter where you live, there are people in your community, in your neighborhood that have needs, and I think there is nothing in life that makes a human being feel more whole in a secular way, than giving to someone else in a selfless way.
