Shortly afterwards, however, on December 18, 1933, he came forward with a new proposal for the improvement of international relations. By the Treaty of Versailles, which was not negotiated, as treaties of peace traditionally are, but drawn up by the representatives of the Allied Powers and forced on a disarmed enemy, Germany was required to surrender her colonies.
