HOW THE PROGRESSIVE WAGE MODEL (PWM) WORKS FOR THE As recommended by the Security Tripartite Cluster, the Progressive Wage Model (PWM) for the security sector consists of five levels with different job functions and responsibilities of Security Officers. The recommended starting wage for Security Officers is $1,100 and will increase as the Officer becomes better skilled, more productive and takes on more responsibilities. 'SLAVERY OF THE POOR In one of my parliamentary speeches, I called upon us to guard against ”slavery of the poor”. What does the term mean? It is a plight that happens when vulnerable, low-wage workers are taken advantage of by unscrupulous employers, who exploit this group’s ignorance of their employment rights.
