BC Reconciliation Award Nomination Deadline January 15 BC Reconciliation Award Nomination Deadline January 15 The Office of the Lieutenant Governor of British Columbia, in partnership with the BC Achievement Foundation, is honoured to announce the launch of the British Columbia Reconciliation Award, recognizing individuals, groups and organizations who have demonstrated exceptional leadership, integrity, respect and commitment to furthering reconciliation or inspired others to continue reconciliation efforts. This award celebrates the promise of a shared path to reconciliation through the incredible work of leaders from all over British Columbia, whose commitment to recognizing past injustices and healing those wounds will lead us all to a brighter future. A selection committee for the BC Reconciliation Award will include representation by Indigenous Elders, BC First Nations leadership and government partners. The Honourable Janet Austin, Lieutenant Governor of British Columbia, is deeply committed to strengthening the ever-evolving relationship between the Crown and Indigenous peoples. This commitment includes her participation in the actions that further reconciliation and her support of endeavours that promote truth and understanding, including this new award. The BC Achievement Foundation has several established programs honouring excellence and inspiring achievement throughout British Columbia, including the Indigenous Business Award and the Fulmer Award in First Nations Art. It is the hope of Judith Sayers, BC Achievement Foundation board member, that this award will not only recognize the truths of past wrongs but will also showcase examples of how to make things right, and inspire others to follow. Consider your community and the efforts of the Elders, leaders, and neighbours who strive to further reconciliation. The nominations process is open to any individuals and organizations of Indigenous and non-Indigenous identity who have shown exemplary dedication to asserting truth and reconciliation initiatives. We encourage you to nominate those brightest among us. Reconciliation must take root in our hearts, within families, between generations, and throughout our communities. We look forward to supporting this award and its deeply meaningful goal of building our relationships with each other across cultures and social barriers. Snow Control Guidelines are NOW in Effect Snow Control Guidelines are Now in Effect Do your part by following a few simple tips for Snow Control this winter: Ensure snow removal equipment has clear access along your street. When snow is forecasted, please refrain from parking your vehicle on the road until streets have been cleared. Be patient when roads are being cleared. Use caution when snow removal equipment is on the road. In accordance with the Good Neighbour Bylaw No. 1277: Residential property owners shall remove all snow or ice from all sidewalks bordering the real property within 24 hours from the cessation of a snowfall or storm event which caused such accumulation. Commercial property owners shall remove all snow or ice from all sidewalks bordering the real property no later than 10:00 AM each day. No person shall deposit snow, ice or other material removed from sidewalks, boulevards, lanes, or private property onto Town property or highways. A fine of $500 will be levied to anyone depositing snow or ice on Town property or highways. On October 3, 2016 Town Council adopted the amended Traffic Bylaw No. 1256, 2009 to allow Operational Services to tow vehicles. Attempts will be made to contact the owner of any vehicle parked in such a way that impedes with snow removal prior to towing. This will allow Operational Services to provide residents with a more effective and efficient snow/ice removal service. Traffic Bylaw will be enforced as follows: Section 12, subsection 12 “Where the clearance is less than twelve (12) feet between stopped or parked vehicles to ensure that snow or ice removal equipment has free passage on a street.” Section 7, subsection 1 “Any vehicle unlawfully occupying any portion of a street or public place, or otherwise in contravention of any section of this bylaw, may be removed, detained, or impounded by order of the CAO or his designate, or a Bylaw Enforcement Officer. A removal fee in the amount of actual costs including towing fees, an impoundment fee in the amount of the actual cost paid to a commercial storage facility or tow yard for each day or part of a day for which the vehicle is impounded, and a 10% administration fee based on costs of towing and storage, shall be paid by the owner before release of the vehicle and such fees may be recovered by sale of the vehicle at public auction not less than 30 days after the date of impoundment, or by action in a court of competent jurisdiction.” The Town of Osoyoos thanks you for your cooperation. Committee of the Whole Regular Open COMMITTEE OF THE WHOLE MEETING Business Council discussed the draft Council Procedure Bylaw No. 1367, 2020, as presented by Brianne Hillson, Deputy Corporate Officer. Council directed staff to remove section 8 and replace it with wording which does not restrict the number of Council members participating electronically in council/committee meetings, with the exception that the presiding member be required to attend in person (Option #3). Council also directed that the amended bylaw be brought to the Regular Meeting on November 2 for consideration of first three readings. SPECIAL OPEN MEETING 2020 – 2023 Business Plan Update Council discussed the 2020 – 2023 Business Plan Update. Council directed staff to bring the Business Plan to an open Committee of the Whole meeting, where each Department Director will give a ten minute overview of their Operational Strategies and other relevant items identified in the Business Plan, as open discussion and review of the Plan promotes accountability and transparency around Council direction and strategic priorities. REGULAR OPEN MEETING Correspondence Allan Chabot, Chief Administrative Officer, presented a verbal report to Council on the BC Tourism Dependent Community Grants program. The Town of Osoyoos is one of thirty-three communities in the province that can apply for funding up to $1 million and the Town has identified a project which could make use of this funding opportunity. The project would include improvements at Legion Beach, including increased parking, a promenade, landscaping, improved beach accessibility, road safety improvements for the intersection of 62nd Avenue and 89th Street, and a public washroom/change room facility. Total project costs are expected to exceed the maximum grant amount and there are funds budgeted in future years for the washroom and the road improvements are noted in the 5 year Capital Plan to assist with the shortfall. Bylaws Council Procedure Bylaw No. 1367, 2020 was read for a first, second, and third time, as amended at Committee of the Whole. If approved this bylaw would update the rules of procedure for Council meetings, including how resolutions are passed and bylaws are adopted. Business Council authorized the issuance of Development Variance Permit No. 20-05. This permit allows for the construction of an accessory building with a maximum height of 5.5 metres at the rear of the property at 9117 92nd Avenue. Council accepted the application for Development Variance Permit No. 20-03 and authorized staff to proceed with the notification process of Council’s intention to consider the issuance of this permit at the November 16, 2020 Regular Council Meeting. If issued this permit would allow for a reduction in the front lot line setback from 6 metres to 4.5 metres of the property at 5812 89th Street. Council authorized and approved the Town’s signatories to sign the lease between the Town and Mrs. D’s Playschool to utilize a portion of the Sonora Community Centre for a three year lease commencing December 1, 2020 and ending November 30, 2023. The lease will be at the rate of $550/month for 2020 with a progressive CPI increase for the following two years. Council authorized the notice of intention to lease the Sun Bowl Arena for the purpose of operating a Junior B Hockey team for a one year term at a rate of $500 per game to Randy Bedard, owner of the Osoyoos Coyotes. Council authorized the Mayor and Corporate Officer to execute the partnering agreement with Tesla Motors Canada whereby Tesla agrees to provide, operate, maintain, replace, and pay all utility costs for eleven electric vehicle charging stations in the public parking lot located at 8513 74th Avenue. Reports Councillor Bennett attended the Destination Osoyoos meeting held on October 27th and noted that they will be conducting a virtual AGM this year. Councillor Bennett shared that the Osoyoos Visitor Centre is on reduced hours and that visitor stats for Osoyoos are higher than for Oliver and Penticton. Councillor King attended the Accessibility and Age-Friendly Committee meeting held on October 22nd via Zoom. The committee voted to move forward with the Spirit of the Game project presented to Council on October 5th. The committee is also looking at possibly fixing the stairs next to the new pump house at Lion’s Beach. Mayor McKortoff attended the Okanagan Basin Water Board AGM via Zoom. Mayor McKortoff attended a Zoom meeting with Resort Municipality mayors, where there were concerns about the continuance of funding for Resort Municipalities and about tourism in general. Mayor McKortoff and Councillor Rhodes will be attending the Budget and Strategic Planning meetings for the RDOS throughout November. Mayor McKortoff noted that the Market on Main will have an indoor winter market at the Sonora Community Centre starting November 7th at 10:00 am. Mayor McKortoff noted that next Wednesday is Remembrance Day and shared that Legion members will be at the market on Saturday where people will be able to make donations and get a poppy. Mayor McKortoff also congratulated Danica Maynard of Osoyoos on her poem placing third in the Intermediate category and being published in this year’s edition of the Legion’s Military Service Recognition book. NOTICE OF PUBLIC CONSULTATION OCP Amendment Bylaw 1230.28 NOTICE OF PUBLIC CONSULTATION OCP Amendment Bylaw 1230.28 Official Community Plan Amendment Bylaw No. 1230.28, 2020 Public Notice is hereby given that, in accordance with Section 475 of the Local Government Act, a Public Meeting will be held on Wednesday, October 21, 2020 from 6:00 pm to 8:00 pm at the Sonora Community Centre located at 8505 68th Avenue. The purpose of the meeting is to provide the public an opportunity to review information related to the Official Community Plan (OCP) Amendment Bylaw No. 1230.28, 2020, which received first and second reading on September 21, 2020 at the Regular Council meeting. Bylaw No. 1230.28, 2020 The Bylaw proposes to amend the Official Community Plan (OCP) by allowing for a HR - High Density Residential designation. The proposed amendment to the OCP Bylaw will allow for a rezoning proposal to proceed in order to accommodate a multi-family residential development (maximum 65 units) for the property located at 5601 Lakeshore Dr. A copy of the proposed OCP and corresponding zoning bylaw amendments may be reviewed at www.osoyoos.ca or at the Department of Planning and Development Services office by appointment, located at 8711 Main Street from 8:00 am to 4:00 pm, excluding lunch hours from 12:00 pm to 1:00 pm and excluding Saturdays and Sundays. Sonora Community Centre Re-opening September 21, 2020! Sonora Community Centre Re-opening September 21, 2020 We are pleased to announce that the Sonora Community Centre will be reopening on Monday September 21! To ensure the safety of our patrons and staff the following procedures, protocols and guidelines will be in place: All patrons must use the entrance on the east side of the building (door beside the Osoyoos Elementary School basketball courts). You will not be permitted access from the front door by the library. Everyone entering the building will be required to complete a screening form and sign an informed consent form each time they enter the building. Anyone who is showing signs or under the investigation of a respiratory illness, has been outside of the country in the previous 14 days or has been in close contact with someone who has or is under the investigation of a respiratory illness will not be permitted to enter the building. The doors to the Sonora Community Centre will remained locked. Users must book a time to use the facility or make an appointment to see the staff at the Sonora Community Centre. Users will be allowed into the facility no more than 15 minutes prior to their booked time and are asked to exit the building promptly after your booked time. Those wishing to use the weight room must book their workout time in advance. Users may book no more than 1 hour of time and must have a current 1 month, 3 month, 6 month or annual pass for the Sonora Community Centre. Weight room users must come already dressed to workout. Staff will begin taking bookings for pickleball courts Thursday September 17th, 2020. Change rooms and showers will not be available. Fitness classes will be available starting in October. Registration will be required and will start September 23. Pickleball courts will be available to book for 1 hour time slots. Users must book a full court (4 players) and all players must have a current 1 month, 3 month, 6 month or annual pass for the Sonora Community Centre. Courts may not be booked more than two weeks in advance. Players must bring their own equipment. Paddles and balls will not be provided. Staff will begin taking bookings for pickleball courts Thursday September 17th, 2020. Facility users will be encouraged to wear masks in the hallway, wash/sanitize their hands before and after accessing the building and must follow physical distancing guidelines. Everyone that had a current membership when the centre was shut down March 17, 2020 will have their membership extended to make up for the time that was lost. 10 punch pass holders with passes remaining will be grandfathered in until their passes are used at which time they will be required to switch to a 1 month, 3 month, 6 month or annual pass. Face Coverings Mandatory on BC Transit Buses as of August 24 Face Coverings Mandatory on BC Transit Buses as of August 24 BC Transit, in alignment with TransLink and other transportation agencies, will be proceeding with mandatory use of face coverings on buses in BC Transit communities across the Province as of August 24. Accommodations will be permitted for children under the age of 5 and those that cannot wear a face covering for health reasons. We recognize the advice from health professionals, including Provincial Health Officer Dr. Bonnie Henry, has been to wear face coverings when physical distancing is not possible including on transit vehicles. Customers have indicated making the use of face coverings mandatory will create a more comfortable environment. While face coverings will be mandatory, the policy will be implemented as an educational step without enforcement. The educational position is aligned with TransLink and other transit agencies in Canada. We will work hard to ensure customers are aware of our new policy over the coming weeks, and work together to make transit a comfortable environment for staff and customers. The Together We Ride campaign continues across the province, promoting the need to work together to make the transit journey comfortable for customers.
