SHOULD WE WAIT FOR THE CHARTER REVIEW PROCESS TO WORK ON The charter review commission must be formed every ten years or less. Each councilor appoints four Portlanders to the commission for a total of 20 members. Any ideas that come out of that commission require overwhelming support to reach the ballot.
