Winter Carnival Ice Palaces The Winter Carnival has been creating Ice Palaces in Saint Paul and Ramsey County since 1886. For its first 100 years, the history of Ramsey County was, to a great extent, the history of St. Paul, the county seat and the capital of Minnesota. Ramsey County was a part of Wisconsin Territory until the Territory of Minnesota was established in 1849. The first territorial legislature established three counties; Washington, Benton, andRamsey.
