WHAT'S NEXT: The Iowa State Democratic Party said... "The integrity of the results is paramount. We have experienced a delay in the results due to quality checks and the fact that the Iowa Democratic Party is reporting out three data sets for the first time." * "WHAT WE KNOW RIGHT NOW is that around 25% of precincts have reported, and early data indicates turnout is on pacefor 2016."
IN A SUBSEQUENT STATEMENT BY Iowa Democratic Party spokesperson MandyMcClure:
* "WE FOUND INCONSISTENCIES in the reporting of three sets of results. In addition to the tech systems being used to tabulate results, we are also using photos of results and a paper trail to validate that all results match and ensure that we have confidence and accuracy in the numbers we report. * "THIS IS SIMPLY A REPORTING ISSUE, the app did not go down and this is not a hack or intrusion. The underlying data and paper trail is sound and will simply take time to further report the results." WHY IT MATTERS: There's a real chance that different campaigns walk away with different types of "wins." * MOST RAW VOTES IN THE FIRST ROUND of voting * MOST RAW VOTES AFTER THE SECOND ROUND of voting * MOST DELEGATES OVERALL BETWEEN THE LINES: The current Iowa polling top four are Joe Biden and Bernie Sanders at 22%, Pete Buttigieg at 18%, and Elizabeth Warren at15%.
* ONE POTENTIAL SURPRISE COULD BE WHETHER AMY KLOBUCHAR (currently at 8%) can clear the 15% threshold in a number of precincts. THE BIG PICTURE: 2020 is the first year that the caucuses will release the raw vote totals, allowing voters in other states to get a sense of how the middle tier candidates are doing. * IN TONIGHT'S CAUCUSES, supporters of candidates who fail to secure 15% after the first round will be able to swap sides. * THIS WILL GIVE CAMPAIGNS AND VOTERS ALIKE a tangible example of how candidates in the top tier perform among second-choice voters. ON THE GROUND: The "buzz going around" is that this might be the "craziest — it seems the busiest" caucus in a long time, Phil Chia of Des Moines told Axios' Alexi McCammond and Margaret Talev when they dropped by Lincoln High School, where Chia is the activities director, just after lunchtime. * MULTIPLE PRECINCTS will be caucusing in various rooms at his school tonight — Chia counted off two gymnasiums, the library, three classrooms, the cafeteria, the band room and the choir room. * WHILE CAUCUS ORGANIZERS WERE ASKED not to start setting up until late afternoon after the students had left for the day, Chia said he got several drop-bys starting around 9 am just to check things out. * THE IOWA DEMOCRATIC PARTY WAS ALSO HEARD LIVE on CNN hanging up ona precinct chair
after an hour on hold to report an issue with the reporting app. THE BOTTOM LINE: Spot-on quote from Todd Dorman of The (Cedar Rapids) Gazette in a column titled, "Goodbye media. You'll miss the ranch dressing": * "IOWANS DON’T ALWAYS PICK WINNERS, but the fear of picking a loser this time is palpable." GO DEEPER: The Bernie Sanders surge shapes the Iowa caucusesIowa

Ancestry.com refused to comply with a search warrant pushed by a Pennsylvania court for police to gain access to its database of about 16 million DNA profiles, the company confirmed to Axios via emailMonday night.
WHY IT MATTERS: Per Axios' Kim Hart,
firms that trace customers' ancestry have amassed huge DNA databases. Some have agreed to share access with law enforcement. The privacy questions this raises could become a "Supreme Court issue," retired investigator Paul Holes, who led the 2018 Golden State Killer case that used genetic data to identify the suspect, earlier toldBuzzFeed

* Ancestry hasn't received any follow-up from law enforcement on the Pennsylvania matter, but protecting customers' privacy is the firm's "highest priority," the company said in a statement issued to news outlets including Axios. * When asked by Axios if Ancestry would fight such a case if it were to end up in the Supreme Court, the spokeswoman said, "e will also always advocate for our customers’ privacy and seek to narrow the scope of any compelled disclosure, or even eliminate it entirely." DETAILS: The search warrant seeking access to Ancestry’s DNA database was documented in its 2019 transparency reportreleased last week.
* "The warrant was improperly served on Ancestry and we did not provide any access or customer data in response," the firm said in itsstatement.

Ancestry's rival 23andMe told BuzzFeed it "received no warrants to search its database as of the end of2019."
OF NOTE: Drug makers and app developers have also sought access to genetic testing companies' DNA database information, per Hart. * Both Ancestry and 23andMe — the largest companies that, combined, have DNA data of 15 million users — both share anonymized genetic data with outside researchers and companies with customers' "informed consent," Hart notes. WHY IT MATTERS: Xi has vowed that China will slay the "devil virus" that has spread from Wuhan and sown fear around the world. But the Communist Party seems intent to steer criticism of its slow initial response — and responsibility should its current steps prove inadequate — away from Xi.Read more toggle

* Censors have allowed frustrated citizens to criticize local leaders in Wuhan, but they've scrambled to block anything targeting Xi directly, per the Washington Post.
* State media also stopped stating that Xi "personally directed" Beijing's response, in favor of a message that it was "collectively"directed.
* Premier Li Keqiang has been tasked with leading the response, and Wuhan mayor Zhou Xianwang has been targeted for much of the blame. * Unusually, Zhou has pushed back. He told state TVhe
lacked "authorization" to inform the public about the virus. FLASHBACK: In late December, as concern about a new SARS-like outbreak started to spread among medical professionals in Wuhan, local police reprimanded eight doctors for discussing it among themselves in leakedWeChat messages.
* It was only three weeks later that China publicly acknowledged the danger and ordered a lockdown in Wuhan. * In a rare public split with local authorities, China's highest court said last week that the doctors should not have been punished. > “It might have been a fortunate thing if the public had believed > the ‘rumors’ then and started to wear masks and carry out > sanitization measures, and avoid the wild animal market." — Supreme People’s Court THE CENTRALIZATION OF POWER under Xi can paralyze local and regional officials, Wu Qiang, a former lecturer at Beijing's Tsinghua University, told the FT:
* “Everyone — from the central government to the local government to the bureaucracy to the party to the military — was waiting for orders from the ‘supreme leader’ before acting." INFORMATION IS ALSO EVEN MORE TIGHTLY POLICED UNDER XI, but some savvy users recently circumvented the censors by posting online reviews of the HBO series "Chernobyl." * The implicit message: China’s leaders, like the Soviet Union's three decades earlier, endangered their people by hiding the truth. * But there's another lesson from Chernobyl. The Soviet system that spawned a global danger eventually contained it through a massive mobilization of resources and human sacrifice. * ZOOM IN: It took weeks for China to notify the public of the risks from the coronavirus but just 10 days to build an entirely new hospital to treat it, staffed by 1,400 medical personnel from the People’s Liberation Army. CHINA HAS BEEN PRAISED, including by the World Health Organization, for a response that experts say is far better than when SARS struckChina in 2003.
* But several factors that could have strengthened it, chief among them a flow of trustworthy information, are anathema to China's system, particularly under Xi. BETWEEN THE LINES: One might have expected a strong public response from Xi to the current crisis, if only to justify the cult of personality around him. * But as the Economist points out,
the constant praise for Xi's infinite wisdom can be a trap: "it leaves essentially no room for the idea that Mr Xi could make a seriousmistake."
THE BOTTOM LINE: As the coronavirus crisis plays out, the strengths and weaknesses of the Chinese model will both be on display — evenif Xi is not.

Lisa Murkowski (R-Alaska) said in a speech on the Senate floor Monday that she "cannot vote to convict" President Trump, but condemned his actions toward Ukraine as "shameful and wrong." WHY IT MATTERS: The moderate senator was thought to be among the likeliest of the Republicans to vote to convict Trump. During her speech Monday, which followed the conclusion of closing arguments in the impeachment trial,
Murkowski also tore into the House for rushing through the process and the Senate for what she called "rank partisanship."Read more toggle

> QuoteThe Congress, as an institution, has failed."— Murkowski
WHAT SHE'S SAYING: A vote to remove the president would "disenfranchise nearly 63 million Americans" who voted for Trump, Murkowski said. "The constitution provides for impeachment, but not demand it in all instances," she added. * "The House could have pursued censure and not immediately jumped to the last resort," Murkowski continued."The voters will pronounce a verdict in nine months, and we must trust their judgment.” YES, BUT: The Alaska Senator also said that "the president's behavior was shameful and wrong." * "His personal interests do not take precedent over those of this great nation," Murkowski said. * "The president has the responsibility to uphold the integrity and the honor of the office Degrading the office by actions, or even namecalling, weakens it for future presidents, and it weakens ourcountry."
OF NOTE: Murkowski said her vote last week against summoning witnesses to the trial was to avoid splitting the Senate 50-50, which could have resulted in Supreme Court Justice John Roberts having to break thetie.

WHAT HE'S SAYING:
> "I see no path to the 67 votes required to impeach. ... However, I > do believe a bipartisan majority of this body would vote to censure > President Trump for his actions in this manner. Censure would allow > this body to unite across party lines and as an equal branch of > government to formally denounce the president's actions and hold him> accountable."
WHY IT MATTERS: Manchin, a moderate Democrat from a red state, says he's undecided on whether to acquit Trump. While censure holds no tangible punishment, it's a symbolic measure that formally condemns an official's behavior. Andrew Jackson is the only president to be censured by the Senate. * A number of Republican senators have said that while they do not believe Trump should be removed from office, they believe his actions toward Ukraine were inappropriate. BETWEEN THE LINES, via Axios' Alayna Treene: The issue with a censure vote is that most Senate Republicans don't think it's viable and argue that the impeachment process is too far along. * A censure resolution was originally seen as a way to give more moderate senators an “out” — allowing them to formally disapprove of Trump’s behavior without voting to convict him. * But as moderate senators from both parties were forced to make a tough call on the witness vote last Friday, the benefits of a censure vote for these senators declined immensely. WORTH NOTING: For Manchin, who may be one of the few Democrats to vote to acquit Trump, proposing a censure as an alternative could give him the latitude to say he still disapproved of the president's behavior and sought another remedy. READ MANCHIN'S RESOLUTION.
